Inherited Batch message recursion counterexample, run 01

Actual named red on clean trust-only 54235630490bb40dfa49e09119f5ad91fcdb4da5, admitted by C-075. Production unchanged. Two test methods ran; exactly four refusal subcases failed, exit1/stopped. Both positive empty-group boundaries accepted. No setup/import/positive failures occurred. This is an observed reader defect, not a product ingestion failure.

The failure was ValueError not raised for Cursor100 groups and scalar inside99, and Btrfs99 groups and scalar inside98. Locked prost’s inherited budgets are99/98; the Python call sites incorrectly reset to100. The correction must pass depths1/2 at those two sites only; do not change the original oracle/controls or raw authority. Broad green controls remain NOT RUN.

Failure fixtures are retained at /run/media/kmosoti/data/FabricO11y/evidence/fabric-work-26dc9fe108f54828a7009d4db22a06ac. Cleanup did not delete this evidence; the owned resource group is stopped.
