• Rename ScaffoldChoice.SolutionAndProject to EmptySolution and show Create an empty solution.
• Generate only ROOT/<Name>.slnx; do not create src, a project, or Program.cs for this choice.
• Write exactly <Solution> followed by </Solution>, using CRLF and UTF-8 BOM.
• Preserve non-overwrite behavior, existing-solution detection, sanitized folder naming, and the separate file-based app choice.

• Verify the exact path and bytes, BOM, CRLF, valid XML, dotnet sln compatibility, non-overwrite behavior, and absence of generated project files.
