F4SE Wrapper (WIP)

An F4SE Wrapper of sorts is planned long term. For now, it has a single role, which is to test for F4SE being installed.

There is an API function, as well as conditional variable on the quest WSFW_F4SE you can use in GetVMQuestVariable conditions.
