Self-improvement: execution cost and evidence

What the system currently establishes

Gooo connects declared activities to generated candidates, native verification and scoped evidence. A successful verification does not grant unrestricted repository writes or establish external product utility.

The compiler's coordinated syntax-registration capability closed its six scoped acceptance requirements in issue #742. This is not a denominator for the entire language. Callback observation now preserves a known counterexample even when the rest of an event stream is incomplete: #748.

These are phase intervals, not a complete accounting of all job steps. Execution and replay together account for 2798 of the 2988 policy-job seconds. The phase names do not establish which nested command is expensive. Queue time and parallel job time must not be added to this critical path as if they were serial work.

Measurement implementation in progress

PR #751 adds diagnostic costs to the existing driver boundary events. At this publication point it is open, not merged or proven by completed CI.

Each event already carries the activity, subject, output, action indicator, plan, manifest and input-contract identities. The proposed cost record links a return to its start event and reports elapsed nanoseconds. First and replay intervals remain separate. Failed calls retain their elapsed observation; a missing start does not become zero duration.

This is driver-boundary timing, not complete profiling of all descendant processes. Action durations contain their child process intervals; do not add both to create a total. OBSERVED_DRIVER_CALL means the driver called the wrapped operation, not that every nested compiler or dependency cache missed. Toolchain identity is explicitly UNOBSERVED in this first slice.

Timing is diagnostic and excluded from canonical generation/replay output. A duration is not semantic proof, authorization, or an improvement claim. A start without a matching return is unfinished evidence, not a successful execution.

Conditions before reporting improvement

• Observe the expensive nested work, not only the enclosing phase.
• Pin comparable scenario, source, contract, toolchain and verifier identities.
• Preserve independent replay, counterexample checks and rejection behavior.
• Record actual executions, reuse and omissions separately.
• Obtain a comparable before/after pair before reporting a time or memory reduction.
• Keep external utility separate from internal conformance.

The official Gooo site is maintained in gooo-site with its own GitHub Actions and Pages deployment. Its fast static publication does not establish a compiler speedup. It does not impose a cross-repository required gate on compiler development.
