NeoTokyo's gateway to the stars, built at the same time as landfall and substantially cannibalized from the transport ships. It's 250 years old, but the customer-facing parts are state of the art, and utterly luxurious. The parts the paying customers don't see, not so much.

Legally under NeoTokyo's (non-)jurisdiction, in practice much of what's on-station is licensed out by Ferengi, while everything leaving is very, very strictly controlled and inspected by Starfleet. Good times are had by all.
