Sovs
You don't have to have a sov ID. I't just that if you don’t have one paid-up when you’re stopped, you can be conscripted for a work gang. Or just shot.
Some sovs are territorial, and you need a visa to enter/exit. Most, like the corp sovs, are distributed, but you’ll want to keep up on who your sov is fighting with this afternoon: your Agent gives you realtime bulletins.
DA: Dome Administration
By default, Old Dome residents are DA Sov. Brown is the lowest level of citizen: that gets you the right to breathe the air, drink the water, crap in the toilets.

Green gets you some emergency services calls, Blue more, Gold a Trauma Team. Anybody who can afford better than Green can do better than DA sov, though: it’s strictly for losers.

A recognized Sov, one of the oldest non-corp sovs. It gets you a really pretty good disability and pension plan, and you can call on teams for anti-strike breaking, picket protection, that sort of thing. They don't contract with TraumaTeam, but with a network of independent medical providers. Of course.
