Quite comfortable: basically a resort compound. But utterly shut off to all communications and supplies. Prison staff maintains the reactor and transporter/comms inhibitors, nothing else, and are rotated every six months, so as not to get too close to the prisoners.

Occasionally a city will do a roundup of homeless and exile them as laborers/servants.
