Koto City

A super dense, skyscraper-heavy, city of 3.2 million people, filling the rest of the peninsula south of Old Dome and spilling out into the harbor.

Koto City began as the castoffs of Old Dome: gangs and corps that couldn't make it in the founding city and former capital. Turns out, though, that when some people are free of the heavy hand of Japanese traditionalism, they flourish. Koto City gradually evolved a wealthy urban core, the shanties gradually replaced by middle-class housing. Nonetheless, Koto City was Old Dome/The Spire's uncouth upstart cousin for generations.

All that changed with the fall of The Spire. It's been the unofficial capital city: all the former Continuing Committee corps have headquarters here. Whether the new Planetary COO will base herself here or not isn't clear yet.

Koto City never had a trace of urban planning. Perhaps coincidentally, it uses something like the traditional Japanese address system of regions, sub-regions, sub-sub-regions, blocks, and building numbers assigned by date of construction, not location.

The local Google Maps equivalent is iffy: there are plenty of neighborhoods that don't want to be found. And more than a few corporate black sites. If you don't have GPS coordinates, good luck ever finding them.
