Everybody knows the Okhrana tries its best at corporate espionage of its tenants: it keeps everybody on their toes.

Weapons and public security manufacture and field testing. Ideally suited for testing hunting weapons, a corporate specialty, on the indigenous wildlife. Testing of their public security gear involves raids into the Outback: nobody misses the crazy muties, and kit that can take them down, confine them, or successfully interrogate them will definitely be able to handle a normal population.

Their gulag operations are probably not as extensive or severe as advertised: that's likely just corporate puffery.
