Overview

Gaining Special Sworn Status (SSS) is a necessary step for any researcher who needs access to restricted-use Census Bureau data through the Federal Statistical Research Data Center (FSRDC) network. It is essential for ensuring both legal compliance and the protection of respondents’ confidential information. Jonathan and John will have informed you if you need to apply for SSS.

This page provides what we believe, based on our experiences, are the most important things to know when applying for SSS so you can avoid common pitfalls and keep your application on track in a timely manner. It is not a complete set of Census Bureau instructions, and procedures can change. Always follow the latest directions you receive directly from the Census Bureau, and treat this as a supplement to, not a substitute for, official guidance.

What is Special Sworn Status (SSS)?

  • SSS is a designation granted to an individual by the Census Bureau to access confidential microdata. This status allows researchers to access highly specific data, while keeping respondents’ information private.

When should I get started?

  • As soon as possible! Application processing can take up to 2-3 months, so you must complete your application well before your start date.

How do I get started?

  • Your supervisor will initiate the SSS application process with the Census Bureau. An employee from the Census Bureau will then reach out to you with 1) instructions on how to access and complete the application forms and 2) an invitation to join Kiteworks, a platform for secure file transfers. Follow the Kiteworks instructions thoroughly, filling out all of the required forms.

Tips for Completing Your Application

BC-1759 Notarization

  • To ensure that the notarization process runs smoothly, bring the BC-1759 form unmarked to a local UPS store or Bank (look up notarization places near you).
  • Bringing this form unmarked is important, as the notary needs to see you sign the form in person.
  • In addition, bring a witness; though some areas allow for the notary to also serve as a witness, this is not always the case.
    • A witness is someone who is not in a position to benefit from the contract nor a relative of the signer. Bring a friend!

Fingerprinting Process

  • Pre-appointment: You will be required to send two fingerprinted cards (either SF87 or FD258) to the Census Bureau. Although the SF87 and FD258 forms are publicly available, you cannot print these forms for use as fingerprints can only be taken on official cardstock. Order fingerprint cards online or obtain them from an FBI office.
  • Scheduling an appointment: Once you have obtained fingerprint cards, schedule an appointment with your local or campus police department.
  • At your appointment: You will need to present a form of identification (driver’s license, DMV ID card, or passport).

National Background Investigation Services (NBIS) Background Check

  • Coinciding with the submission of all pertinent forms, you will be given log-in information regarding your NBIS account. Please fill out this background check thoroughly and completely, as failure to do so will result in having to resubmit it.
  • Include clarifying comments for any information that may be confusing to NBIS personnel (for example, multiple addresses over the same time period).

Data Handling Trainings

  • A Census Bureau employee will send a set of data handling courses to you once your application has been approved. Make sure to save your certificates at the end of each training module and fill them out accordingly:
