System restarts

Sometimes the components of the Vxnaid System has to be restarted or are restarted because of a host machine reboot. In such cases, it is prominent to ensure that Iris Scan System component is started before the OpenMRS Backend component and any restart of the Iris Scan System is followed by OpenMRS Backend restart.
