Plugin compatibility follows a recognized exact package identity rather than version ordering or installation intent.

Decision

The local source candidate bundles plugin 0.1.8, adding skills/shared-execution/SKILL.md to the three-file legacy inventory. Capability recognition requires an exact manifest-version and normalized-package-digest pair in RecognizedPluginCapability.known; version ordering never implies support. The recognized 0.1.7 pair remains supported by lifecycle inspection and advertises no shared-execution standard. Only the recognized 0.1.8 pair advertises standard 1. A changed or unknown pair cannot claim that capability.

This additive capability registry does not replace verified lifecycle receipts or owner installation intent. The existing fixed official-CLI lifecycle authority, modified-install protection and exact inventory checks continue to apply. Source verification does not authorize installation, consumer adoption or a runtime pilot.
