Michigan exercise will be May 18 although SEOC will be partially manned and taking EMAC requests from other states the entire week

Scenario Overview

New Madrid Seismic Zone

  • Seismic zone that runs roughly from St. Louis to Memphis
  • Dec 1811-Mar 1812 a series of 7.0+M earthquakes along the zone
  • Last major quake 2008 5.0+M in Wabash Valley

Direct Impacts

  • Essential Services
    • Schools, first responders, government. People close in will be caring for their immediate families
    • Transportation - Collapsed roads, bridges
    • Utilities - Water, Waste, Gas, Oil, electric

Deployment

We would like to find a venue where operators can be exposed to the ICS structure. In many cases this is words on paper; we don't have an opportunity to see it in action. I have listed this as one of our priorities.

Longer Haul Comms

Since the state has an interest in communicating with other states, this seems to be a potential opportunity. I see a couple of possibilities here, in addition to our routine HF nets; 1) Use NTSD or 2) exploit MARS.

In either case, we would need substantial planning to make things happen in the time frame of the event. This would, obviously, impact relatively few stations. Seems like we would need to tabletop this, and probably have a drill before the May exercise.

On Dec 7 I had to get some dates to the State Exercise Officer for our T&EPW on the 8th. This forced me to have to pull some dates out of the air, so some key dates WRT the NTSD/MARS stuff (subject to change - need to get all players on board with this)

Other functional components

Since the scenario based activities are likely to be limited to a few programs, we probably should add our own functional components to exercise all the programs. It may be worthwhile to tabletop these as well, to see how that might help our performance. An SEC-NM-DEC tabletop followed by individual tabletops in each district would probably be the most effective. We haven't done this in the past.

#Plannning

We have six meetings planned before the exercise to work out the scenario, not including the November 17th meeting to collect agency objectives, and an after action conference following the exercise. Because of this we have little idea how the exercise will actually roll out, and because of some of the intents, we won't until it happens.

The state wants the exercise to evolve according to the scenario. As such, exercise developers (including your SEC) will not be in the SEOC for the exercise.
