Goal 2: Enhance, implement, and sustain homeland security programs.

Objective 2.1: Annually identify planning needs to improve capabilities and address changing conditions by August 30.

The objective owner for this goal has requested we provide our planning needs:
β€œIf your department has homeland security planning needs for 2011 (i.e., documents that need to be developed or revised / updated), please complete the table below.”

In general, this work will not require HS funding, however, some documents need or will benefit from MSP input, and that input may require funding.

[NX8A – HS Funding – I think there is a big need for developing relationships with the MSP leadership at lower levels in the org. In other words, a conference with MSP leadership and ARES/RACES leadership (ECs and up) . Much more important part of planning than dox no one will likely ever read. Should be real cheap, but not free. I’d include items in the budget to address this. Should include a performance review / planning review of the year and address the needs of the MSP and the state in regards to deliverables from ARES/RACES org. Should be part of the planning process, which I see as PDCA (Deming cycle). Timing for this conference should align with the PDCA cycle. ]

[WB8RCR – I think the personal relationships do more here than some conference, although perhaps getting, say, the DECs to participate in a DC meeting might be interesting. Most ECs have good relationships with their EM, we of course have been working on the relationships with the higher levels. The District level is a bit of a hole, with very significant differences from district to district. To that end, EMHSD will be pushing DCs to reach out to their DECs, and that will be forced to a degree by having the DC be the issuer for the DEC’s RACES card (currently DECs cards are issued by their home EM). ]

[NX8A – I think Section Call out has the highest priority of the dox list, but I am not confidant it can be finished by October’s end. Too many reviews required by DECs / ECs to complete this that quickly, unless your completion is a draft document out for reviews by 11/1/10. If the Section Callout is done correctly, it will lay the groundwork for the DECs and ECs to build their plans / docs for District / County callouts. Documents should include key measures of effectiveness and reporting metrics so that everyone agrees to performance measures / issues. ]

[NX8A – Need to incorporate debriefs of the exercises before we dive into planning the next exercise for each of the below. The planning process should include the PDCA cycle for each exercise / SET tackled, and the Check portion of that cycle should be part of the exercise plan and result in a formal document. ]

[WB8RCR – I agree we want to learn from previous exercises, but we probably should think through a strategy that runs through all the exercises, and then tweak based on learnings from the previous. It will also help us understand whether/how we can productively drive the direction of the NLE. We probably should also be incorporating some sort of county-based skills assessment, although I doubt we can effectively incorporate that for 2011. Perhaps part of the 2011 agenda ought to be assessing where we are versus where we want to be on a county by county basis.]
