Within one hour of a declared emergency or disaster, ensure the capability to communicate with both the emergency response community across the 70 mos heavily impacted counties and their 9.6 million residents and establish interoperable voice and data communications between federal, state and local first responders.
SPR Corrective Action
Planning: The State gap is in equipment but for ARES, planning is a more serious problem.
Suspected Roadblocks
- ECs may not know what a plan should include
- ECs not comfortable with their Word/writing skills
Potential path forward
- SEC provides web app to guide ECs though process, produce professional looking plan by 1/1/14
- 10% of jurisdictions have filed plans by 1/1/15
- 50% of jurisdictions have filed plans by 7/1/15
- 75% of jurisdictions have filed plans by 1/1/16
- 85% of jurisdictions have filed plans by 7/1/16
