We have little time to prepare for the Spring Exercise. We could consider doing something very lightweight since it is likely that not too many programs will be able to participate.
A couple of possible thoughts:

A possibility here is to simply direct a query from the SEOC to each of the Districts requiring a response. The expectation is that flmsg would be used, most likely MT-63 on a predefined frequency. One issue here is that there doesn't appear to be a credible way to work in NTS.
An advantage is that we could construct a relatively long message, more like we would expect in real life, and might even be able to make use of several FEMA forms in the process. The downside is that while all participants might copy the traffic, only a few would be charged with responding.
Another possibility is to run a series of tabletops. One tabletop per District plus one for NTS (and maybe one for NWS), run on Vyew. These would be planned for one or two hours. The issue here is that probably only one person per county would be engaged. Also, for Districts with more counties, we might not have enough Vyew seats to support all the players.
A plus here is that we could explore skills that are difficult to do in an full scale exercise. A downside is that we would need to organize 8 or 9 web meetings.
