The temperature and rainfall data can be read off the inventory tooltip. Values range from 0.0 (cold, dry) to 1.0 (hot, wet).

Use

Used soil test kits can be used an unlimited number of times to apply their stored biome data to a plant container or garden soil. Right-click with the test kit on the block you wish to bind the biome data to.

Once biome data has been set on a supporting block, any plants within it that are affected by biome coloring will appear as if they are planted in that biome. This can be used to give yourself lush green grass and ferns in the middle of a desert.
