It seems that our intelligence programs (and our political frameworks and our police forces etc.) were built with a top down style hierarchy which is in effect a security leak for their stated purposes. This became evident during the COVID years, for example, in Canada, where the RCMP (Royal Canadian Mounted Police) were doing daily parades around empty hospitals fear mongering for the NATO censorship program. On an individual level this should have been immediately observable (ie by RCMP members who are meant to uphold the Crown as the guardian of our Charter of Rights and Freedoms) as subversion of our rights. Even after the COVID emergency program/orders were lifted there is no observable push back against this subversion by the RCMP (this should be an intensive open to the public effort!).
The NOSTR protocol and network can provide a bottom up, open to public, framework which would be of course slow to grow and limited but might eventually be able to create the patchwork need to finally uphold the public's and individual's rights against such top down subversion of them.

In the world of practical realities it is money which typically causes the existence of a game of type (1) rather than of type (2); money is the “lubrication” which enables the efficient “transfer of utility”. Ideal Poker, which is a generalization and then specialization of John Nash's proposal Ideal Money (ie without loss of generality) shows how complex social networks can be "organized" a la Hayek (see Denationalization of Money by FA Hayek) such that the introduction of a transferable utility (aka digital money) could create prices that could be used to illuminate data points that are otherwise impossible to collect.
An example implementation that is relevant today would be the idea of tying something like Dogecoin to the DOGE program creating privatized jurisdictional frameworks for government efficiency. Giving vested interest into a community that could make share based voting decisions into a type of private (for real private not like NGO's of today!) entity which could function as an efficiency program that fits under the constitutional framework of the United States.
Then on a free market of digital currencies with ultra low arbitrage cost the well management of DOGE would be reflected in the comparative DOGE price. Such a program could be ported to other nation's government frameworks or complex social systems for similar efficiency gains.
