Nash’s work (on coalitional formation in cooperative games etc.) shows that (stable) consensus boils down to negotiations between two major players with the possibility of considerations of the influence of a third player.
This suggests that a proper intelligence program would always consider how to divide and influence a population into two most controllable divisions.
Obviously a useful program would be an intelligence program disguised as a counter-intelligence program.
Another useful program would be dividing a population into “easy to influence” versus “less easy to influence” and then to create narratives in which each believes that they are in the know.
Also to divide such groups such that they have emotional difficulty comparing realities in order to converge them.
