License update

License is put on a branch. Ideally wait with merging until MSL merges.

IBPSA Board approved the following motion at yesterday's board meeting: IBPSA gives LBNL the permission to distribute the Modelica IBPSA Library, as part of the Modelica Buildings library with the paragraph "You are under..." removed.
