Library restructuring

For air-to-water, preferably we put it into Air and Water package with a note that it is copied.

Work should start in the next few weeks, but realistically a fall release looks most likely.

License change

Moritz thinks that BSD or MIT should be fine for Aachen. Filip is also in favor but he would need to check with his administration. BuildingSystems is not on the call.

Next see what license the Modelica Association selects, and then start the process of changing the IBPSA library license.
