Path: Administration > Manage Institutions > Department Options
First, select the department, and then select "List Department Options". Only options belonging to that department are shown — this list is scoped to the department picked above, not the whole application. Select Edit on any row to change its value.

Adding a brand-new option
Select Add New Option to create a key that doesn't exist yet for the currently-selected department (the button is disabled until a department is picked). Enter the Option Key — just the part after the department name, e.g. OPD Bill Receipt Title for a key that will be saved as OPD - OPD Bill Receipt Title — pick a Value Type, enter an Initial Value, then select Create. If that key already exists for this department, the create is rejected.
