- This is a City-mandated header that should appear on all Los Angeles City web applications. It appears as the top-most header of the application with a black background.
- When user click on LADOT, 311 City Service, LA City Directory and Glossary, they are redirected on the external websites or documents which provide more information.

This is included in the application by including the script tag

just below the opening <body> tag on the index.html page.. Functionally, it just contains three external links to the corresponding web pages. The city is responsible for maintaining the referenced script.
