Perlbrew Release 0.39

perlbrew 0.39 is the Happy New Year 2012 (TZ=CST) release with 3 bug fixes. All bash users are recommended to this version, especially if you're using it with local::lib integration.

• Fix GH #179. lib naming are more consistent.
• Fix GH #171. bash users are suggestted to upgrad to this version.
• Fix GH #152.
