Description

The System Performance Measures by Sub-Population Report provides a summary of SPMs 1, 2, and 7 with sub-population and demographic details. This report was developed to identify groups of persons that have different SPM results compared to the overall population.

Universe

The System Performance Measures by Sub Population Report uses the Additive Universe Selection.

Results

1. Viewing Reports

A report will be generated below the report prompts. After the report has completed, there is a blue hyperlink that will take you to the report. Completed reports are also available through a direct link sent via email.

2. Toggle Demographics

Below each subpopulation you have the option to Toggle demographics which expands the view of the chart to include various demographics and outcomes. The demographic and outcomes include:

  • All
  • Non-Hispanic/Non-Latin(a)(o)(x)
  • Hispanic/Non-Latin(a)(o)(x)
  • Black, African American or African
  • Asian or Asian American
  • American Indian, Alaska Native, or Indigenous
  • Native Hawaiian or Pacific Islander
  • White
  • Multi-Racial
  • Unknown Race
  • Black, African American or African and Non-Hispanic/Non-Latin(a)(o)(x)
  • Asian or Asian American and Non-Hispanic/Non-Latin(a)(o)(x)
  • American Indian, Alaska Native, or Indigenous and Non-Hispanic/Non-Latin(a)(o)(x)
  • Native Hawaiian or Pacific Islander and Non-Hispanic/Non-Latin(a)(o)(x)
  • White and Non-Hispanic/Non-Latin(a)(o)(x)
  • Veterans

3. View Details

The View Details dropdown is available at the top of the report and provides a table view of the SPM results configured by sub-population and specific demographics. Within the table you also have the ability to click on the Client Count that will take you to client level results for that field in the table. These results will allow you to easily identify any outliers that may be impacting the results. A link is also available for each client’s dashboard.

Within the report’s details, there is also a link called View related SPM report, that directs you to the SPM reports from which the report is based.

4. Sub-Populations

Each measure in this report is broken down by sub-populations. The sub-populations include:

  • All Clients
  • Clients in Adult Only Households
  • Clients in Adult/Child Households
  • Clients in Child Only Households
  • Clients in Adult Only Households who are Age 55+
  • Clients in Adult/Child Households where the Parenting Adult is 18-24

5. Measure 1

SPM 1 is the length of time clients remain homeless by median and average days. The logic for this measure is the same as that on the SPM, but includes breakdowns by sub-population and demographics. Measures where PH projects are included are based on the approximate date homelessness started. The universe of persons include:

  • Clients with ES or SH stays
  • Clients with ES, SH, or TH stays
  • Clients with ES, SH, or PH stays
  • Clients with ES, SH, TH, or PH stay

The average and median days are displayed in bar charts for each cross-section of information. The limit on the y axis is the same on each chart and is extended to display the highest value without stretching beyond the chart itself.

6. Measure 2

SPM 2 is the percentage of clients who exit homelessness to a permanent housing destination and then return to homelessness within 6, 12, and 24 months. The logic for this measure is the same as that on the SPM, but includes breakdowns by sub-population and demographics. The universe of persons include:

  • Clients Exiting to Permanent Destinations and returning to homelessness within 2 Years
  • Clients Exiting to Permanent Destinations and returning to homelessness within 6 months
  • Clients Exiting to Permanent Destinations and returning to homelessness within 6-12 months
  • Clients Exiting to Permanent Destinations and returning to homelessness within 1-2 years

Results are displayed as percentages in a bar chart for each cross-section of information.

7. Measure 7

SPM 7 is the successful placement from Street Outreach and successful placement in or retention of Permanent Housing. The logic for this measure is the same as that on the SPM, but includes breakdowns by sub-population and demographics. The universe of persons include:

  • Clients who exit Street Outreach
  • Clients in ES, SH, TH and PH RRH who exited, plus persons in other PH projects who exited without moving into housing
  • Clients in all PH projects except PH-RRH who exited moving into housing, or who moved into housing and remained in the PH project

The destinations include:

  • Homeless Destinations
  • Permanent Destinations
  • Temporary Destinations
  • Institutional Destinations
  • Unknown, doesn’t know, refused, or not collected

Destinations are displayed as percentages in a stacked bar chart for each cross-section of information. You can see the destination detail by hovering over the chart.
