Description
The CoC Performance Measurement Dashboard Report includes measures to track performance toward rare, brief, and non-recurring homelessness system-wide.
Goals are established for each measure of the report and can be adjusted per CoC. To update a goal, use the CoC Performance Measurement Goal Configurator found in Performance Reports. If a CoC does not have a goal configuration, the default option will be used.
Universe
The CoC Performance Measurement Dashboard uses the Additive Universe Selection.
Results
1. Viewing Reports
A report will be generated below the report prompts. After the report has completed, there is a blue hyperlink that will take you to the report. Completed reports are also available through a direct link sent via email.
2. Chosen Universe
The chosen universe displays the results of the selected projects and timeframe. The Comparison Period will automatically be included based on the End Date selection. Additional details can be seen by clicking Show Details and View Universe Details.
3. Summary
The top of the CoC Performance Measurement Dashboard displays a table summarizing the targets, results, and outcomes for each measure. The target is displayed at the top of the chart and will vary depending on the measure and configured goal. The result is displayed below the chart and includes either a green check mark for Passed or a red x for Failed. Each measure also displays whether it applies to the system or project level, and if it references a specific SPM. To see an expanded view of each measure, click on the desired measure.

4. Expanded Table
Each measure on the summary table has an expanded view further down in the report. The tables in the expanded view include the description of the measure; results for this year and last year; and target. The result of each measure is displayed by either a green check mark for Passed or a red x for Failed.
Additional subset measures can be found by clicking on Show Breakdowns. Calculation and project level details can be found by clicking on View more details.

5. Project and System Details
Each measure has its own associated project and system details that can be viewed by clicking on the View more details in the expanded table view. A new page will open for the measure and includes the Report Range, Comparison Range, Goal and Calculation at the top. The details are divided by System and Project Level; not all measures have Project Level details.
System Level details include:
- A green check mark for Passed or a red x for Failed.
- Change Over Year - The percentage change from the Comparison Range to the Report Range.
- Result - The outcome for the measure during the Report Range.
- Chart - Displays the results from the Comparison Range and Report Range. The chart is displayed as vertical bars for whole numbers and as horizontal bars for percentages. The value is also visible by hovering over each bar.

Project Level details include:
- Project Comparison Chart - Displays each project as a single bar for the Report Period.
- My Projects - Displays each project with its own details and charts that are available to the user. The format of each project is the same as the System Level.
- Other Projects - Displays projects that are not assigned to the user. The format of each project is the same as the System Level.

6. Rare: Homelessness
The Rare Homelessness section includes three separate measures with a defined goal and calculation for each one.

Number of Homeless People Seen on Last Wednesday of January 27, 2021
- Goal - The CoC will reduce total homelessness by x% annually (as reported during a single Point in Time).
- Calculation - The difference (as a percentage) between the total number of persons who are sheltered and unsheltered homeless and seen by ES, TH and SO on the last Wednesday of January within the report range and the last Wednesday of January in the comparison range. This measure will be different from what is submitted during the PIT in HDX.

Number of Homeless People Seen Throughout the Year
- Goal - The CoC will reduce total homelessness by x% annually.
- Calculation - The difference (as a percentage) between the total number of persons who are sheltered and unsheltered homeless and seen within the report range and comparison range. Subsets of this measure include the number of sheltered homeless people as reported in HMIS (in ES and TH) and number of unsheltered homeless people as reported in HMIS (in SO).

Number of First-Time Homeless People

Goal - The CoC will reduce total counts of persons experiencing homelessness for the first time in HMIS by x%

Calculation - The difference (as a percentage) between the number of persons who entered a homeless project with no prior enrollments in HMIS (via the CoC's ES, SH, TH, and PH projects) during the reporting range and comparison range.

7. Rare: Capacity
- Average Bed Utilization

Goal - The CoC will maintain utilization rates higher than x%.

Calculation - The average number of persons occupying a bed each night divided by the system’s total bed capacity during the reporting range. Subsets of this measure include average bed utilization by ES, SH, and TH.

8. Brief: Time
The Brief Time section includes four separate measures with a defined goal and calculation for each one.

Average Length of Time Homeless in ES, SH and TH (Average Days)

Goal - Persons in the CoC will have an average combined length of time homeless in ES, SH, and TH of no more than x days.

Calculation - The average number of days persons are homeless in ES, SH, and TH projects. A subset of this measure includes the median number of days persons are homeless.

Goal- Persons in the CoC will have an average combined length of time homeless in ES, SH, TH and PH prior to move-in of no more than x days.

Calculation - The average number of days persons report being homeless prior to entering ES, SH, TH and PH projects, plus the time spent in those projects prior to Housing Move-In Date (as applicable). A subset of this measure includes the median number of days persons report being homeless.

Length of Homeless Stay (Average Days)

Goal - Persons in the CoC will have an average combined length of stay of no more than x days in a homeless project (SO, ES, SH, or TH).

Calculation - The average count of unique dates persons are homeless per enrollment. A subset of this measure includes the median count of unique dates persons are homeless per enrollment.

Goal - Persons in the CoC will have an average length of time in PH prior to move-in of no more than x days.

Calculation- The average number of days persons spend in PH between entry date and move-in. A subset of this measure includes the median number of days persons spend in PH.

9. Non-Recurring: Destination
The Non-Recurring Destination section includes one measure with a defined goal and calculation.
- Number of People with a Successful Placement or Retention of Housing

Goal - At least x% of persons will exit to a “positive” destination (as defined by HUD) or will retain housing.

Calculation- Data is from all successful exits in SPM Measure 7. Subsets of this measure includes number of people exiting SO to a Positive Destination; number of people exiting from ES, SH, TH, RRH to a Positive Destination, or a PH with no move-in; and number of people in RRH or PH with Move-in or permanent exit.

10. Non-Recurring: Recidivism
The No-Recurring Recidivism section includes one measure with a defined goal and calculation.
- Number of People Who Returned to Homelessness Within Two Years

Goal - The CoC will have no more than x% of adults who exited to permanent destinations return to ES, SH, TH, or SO within two years of exit.

Calculation - The number of persons who returned to homelessness within two years of exit divided by the number of persons who exited SO, ES, TH, SH, or PH to permanent destinations within two years prior to the report end date. A subset of this measure includes returns within six months.

11. Non-Recurring: Income
The Non-Recurring Income section includes one measure with a defined goal and calculation.
- Number of Clients with Increased Income

Goal - CoC-funded projects will increase the percentage of adults who increase total income by x% annually
-
Calculation - The number of adults in CoC-funded projects with an increased total income divided by the number of adults in CoC-funded projects. Subsets of this measure include stayer with increased income; stayer with increased earned income; stayer with increased non-employment income; leaver with increased income; leaver with increased earned income; and leaver with increased non-employment income.

- Comparison Pattern - Added a new filter to review results by Prior Period or Prior Fiscal Year. Prior Period includes the same timeframe for the year prior. Prior Federal Fiscal Year includes the last Fiscal Year (10/1 to 9/30).
