Tuition - Graphical Network Simulator 3 (GNS3) is open-source, it is free to everyone and they're welcome to download it. The users are also having a chance to contribute and connect to the GNS3 community for support. As a student, you don't have to pay for the software, but there is a lab fee that applies to your tuition when you are using on-campus computers for activities. As a college, even I take online courses and work from home with GNS3, I have to pay for the college. With GNS3, colleges can hold many online classes without extending class space. They can save money from buying education equipment, and have a good income when students apply for virtual study.

Mitigation - As we know that college tuition increases every year. Especially under this pandemic, the tuition is not changing for those who take online classes. I can understand that it might be late to work on it, but the college can reduce lab fees or other fees for the next academic year. A refund is also an option to help to relieve the student financially.

Sources - These two sources I use are responses about college tuition and how it works under pandemic. The first source is Champlain College tuition-based, it keeps increasing and higher than other private colleges. The second source is about college tuition during the pandemic. These are 2 good sources that show you how tuition affects virtual learning. There might be differences between in-person and virtual learning, but you have to pay the same amount.
