pygeoapi documentation

Project documentation is supported by read the docs platform (from now on refereed as RTD). Documentation is automatically build by webhooks upon commits to the master branch

Documentation includes several chapters that cover installation, code development, plugin structure, contribution and code API that is generated from pydocs strings embedded on the code.
