"Keep it simple sprint"

Try to make first usage of GeoNetwork easier - discuss and set good defaults.

Default templates / remove "obscur" one - keep only one for dataset/service - See https://github.com/geonetwork/core-geonetwork/tree/main/schemas/iso19139/src/main/plugin/iso19139/templates

- Styling / use the label above mode by default ?
- Remove unsupported INSPIRE view in ISO19139 ?
- Default view / Collapse sections which are low priority eg. metadata is automatically populated usually ?
- Validation / Only visible to reviewerOrMore ?
- Feature catalogue / Replace ISO19110 by 115-3 https://github.com/geonetwork/core-geonetwork/pull/6545
- ISO19139 / Feature catalogue are managed in editor side panel / hide from main form ? Same for distribution.
Admin
- Harvester / Disabled by default less common ones to have only the main one by default

Categories / Remove default ones which are quite old and most of the time never used
