The Cloud version of Jira doesn't have an explicit Archive feature. The following steps simulate it by "hiding" the "archived" projects.

Create an Archive Permission Scheme (only need to do for first project)

  1. Click Settings (gear) in top right
  2. Click Issues
  3. Click Permission Schemes
  4. Click Add Permission Scheme
  5. Enter Archive for the name
  6. Click Add
  7. Click Permissions next to the scheme
  8. Click Edit next to the Browse Projects permission
  9. Select the Group option
  10. Select the jira-administrators group (or whatever group you want to be able to see projects that have been archived)
  11. Click Grant

Change Archived Project Permission Scheme

  1. Navigate to the project you wish to archive
  2. Click Project Settings
  3. Click Permissions in the left nav
  4. Click Actions/Use a Different Scheme
  5. Select the Archive scheme
  6. Click Associate

Now only the members of the group you selected in the scheme will be able to see the project
