You have two potential solutions:

Xcode Downgrade: If using Xcode 15.3, consider downgrading it to the 15.2 version. Guidance for downgrade can be found here.
Script Modification: Adjust the firedrake-install script at line 786 by replacing:

petsc_options.add("--CFLAGS=-Wno-implicit-function-declaration")
```
with:
```
petsc_options.add("--CFLAGS=-Wno-implicit-function-declaration -Wno-int-conversion -Wno-deprecated-non-prototype -Wno-implicit-int")
```
