Where a clause only has one section, you have to decide whether to use a 1. or not for it. When it has no subsections -- that is, it's only one paragraph -- then you don't need a number. That is, it does not need to be a list.

When it has subsections (e.g. section 1), then the parent paragraph does need to be a single-item list, if only so that the subsections will correctly order as a, b, c. (Our CSS only applies a, b, c etc. to the ordering on subsections.) But you don't want the parent to have a 1., so you add the tag {:.unnumbered} before the text starts. This tells the CSS not to display a number on the parent paragraph, but the subsections will still correctly number as a, b, c etc.
