Does the smithing for one blacksmithing, weaponsmithing or armorsmithing item: it studies the recipe, puts the ingot on the anvil and works it through every step the game asks for (stoking the fire, turning with tongs, cooling, grinding, oiling, assembling parts and so on). It can also temper, hone, balance, lighten or reinforce a finished item.
You often won't run it yourself: smith buys the materials and walks you to an anvil before running it, and workorders and craft go through smith or forge. Run it directly when you're already at an anvil with your ingot.
See Crafting Setup and the Forging Tutorial for forging tools and toolbelts.

Other tools are taken by name as each step needs them: tongs, shovel, bellows, wire brush, pliers, oil and your stamp. The grindstone is in the room.
Before starting it checks your oil and wire brush. If you have none, or one is down to fewer than 3 uses, it throws it away and buys a new one at the forging supply shop. (When smith runs it, smith has already checked the oil.) The skip argument turns this off.
