ON BY DEFAULT - Affects ALL Versions above 1.8

Prevents an exploit that allows players to crash the server at will using a boat (or other vehicle) and an end gateway. Typically this is done far away from the end island, about 1 million blocks out, simply driving the boat into the gateway causes the server to crash.
