JobUpdater handles priority changes in reqmgr. If a certain request's after request is created and pulled down to local queue and agent,

1. Periodically compares priority of active requests.
2. Changes the priority of jobs in local workqueue, wmbs and condor. This will make priority changes effective for all ready create jobs.
