In Caseflow, certain VSOs are able to write an Informal Hearing Presentation, or an IHP. An IHP is a written statement submitted in lieu of a court hearing.

When a Veteran is represented by a Board-based (co-located) VSO and no hearing was held, or the appeal is a post-remand appeal (includes both Board remands and CAVC remands), the VSO is given the opportunity to submit an IHP, or written arguments in support of the issue(s) on appeal before the Board. By settlement, an opportunity is also provided where a hearing was held and the VSO is Paralyzed Veterans of America (PVA).

If an IHP has not been obtained as required, attorneys must submit a request for administrative correction through the Case Details page in Caseflow by adding an admin action and sending to VLJ Support.

If the Veteran submits a new 21-22 or 21-22a, and the Board accepts this change in representation consistent with 38 C.F.R. § 20.1304, the Board must ensure the new representative has an opportunity to present a written argument. See 38 CFR § 20.1305. This applies even if the prior representative submitted an IHP or participated in a Board hearing.
