Business Reason

The purpose of the CAVC Dashboard is to allow the Board to track and analyze the outcome of appeals AMA Board decisions to the CAVC. This CAVC Dashboard will allow the Office of Assessment and Improvement (OAI) to collect relevant data on all CAVC cases remanded to the Board and use that data to develop guidance to improve the quality of Board decisions, as well as respond to external requests with detailed metrics on AMA decisions remanded by the CAVC.

Note: Any changes made on the CAVC Dashboard do not affect the associated appeal streams at all, and are only for informational purposes on the dashboard itself

Access

There are two Caseflow organizations with access to the CAVC Dashboard, The Office of Assessment and Improvement (OAI) and The Office of Chief Counsel (OCC). The Office of Assessment and Improvement has full access to the CAVC Dashboard including reading and editing all data on CAVC Remand cases while The Office of Chief Counsel has read-only access to the CAVC Dashboard and all data on CAVC Remand cases.

In order to access the CAVC Dashboard you can search in queue for an original/source appeal with a CAVC Remand with one type of Dismissal, Other than death, Affirmed, or Settlement. You can also access the CAVC Dashboard by searching in queue for a CAVC appeal stream.

Once the desired appeal stream is found, click to enter the Case Details page. For an Original appeal stream, the CAVC Dashboard button will be displayed in the Post-Dispatch Actions section at the top of the page. For a CAVC appeal stream, navigate to the CAVC Remand section where you will see a CAVC Dashboard button. When the CAVC Dashboard button is clicked, you will be navigated to the CAVC Dashboard.

Features

The CAVC Dashboard contains all CAVC Remand cases related to the original appeal stream. These will come in the form of tabs at the top of the CAVC Dashboard containing their respective CAVC Docket Number (ex. CAVC appeal 12-3000), which can be accessed at all times by clicking on them.

Each tab will contain:

  1. A CAVC Remand Details Section

    • Board Docket Number
    • Board Decision Date
    • CAVC Docket Number
    • CAVC Decision Date
    • Joint Motion for Remand?
  2. An Issues Section

    • Issues from the source appeal stream
    • Benefit Type of Issues + Descriptions
    • The Issues' Dispositions Type
    • The Issues' Decision Reasons, if Dispositions of Type Reversed or Vacated and Remanded are selected
  3. A Dashboard Issues Section, if applicable

    • Any Issues added through the CAVC Dashboard
    • Benefit Type of Issues + Descriptions
    • The Issues' Dispositions Type
    • The Issues' Decision Reasons, if Dispositions of Type Reversed or Vacated and Remanded are selected

As an OAI User

As an OAI user, you have access to read and edit all CAVC Remands in the CAVC Dashboard. All changes made within the tabs are saved for the user's duration within the CAVC Dashboard, allowing for easy switching between tabs without fear of losing any edits made. However, for changes to reflect in the database or for other users, you must click save changes at the bottom of the dashboard.

Editing CAVC Remand Details

The CAVC Remand Details Section consists of the identifying information for the CAVC Remand, including Board Docket Number, Board Decision Date, CAVC Docket Number, CAVC Decision Date, and Joint Motion for Remand?

To edit a CAVC Remand's Details, go to the section and click the "Edit" button at the top right corner. This will open the Edit CAVC Details Modal prepopulated with all of the CAVC Remand's details. In this modal, OAI can edit the Board/CAVC Decision Dates, Board/CAVC Docket Numbers as well as whether the CAVC Remand is a Joint Motion for Remand.

If changes are made that cannot pass validation, such as choosing a future date as a decision date or inputting an incorrect docket number format, the modal will throw an error and the save button will be disabled until all errors are fixed.

Once save is clicked, the modal is closed and all changes will be reflected in the database and CAVC Details section instantly, including the tab if CAVC Docket Number is changed.

Adding Issue

Near the bottom of the Dashboard, there will be an Add Issue button. This button allows OAI to add Issues directly to the CAVC Dashboard, which will then appear in a Dashboard Issues Section. When clicked, the Add Issues modal will appear with required inputs of Benefit Type, Issue Category, then Disposition by Court. Once all fields are selected, the Add Issue button is enabled. When clicked the new issue will appear in the Dashboard Issues Section.

Note: A Benefit Type must be selected before an Issue Category is selected when adding an issue.

Saving Changes

Once changes are made in the CAVC Dashboard to any CAVC Remand, the Save Changes button will be enabled. This button saves all changes from each tab/CAVC Remand to the database, including the Added Issues/Removed Issues, selected Dispositions and Decision Reasons. Once changes are saved, you will be redirected to the Case Details page.

Cancelling Changes

If changes have not been saved when the cancel button has been clicked, the Cancel confirmation modal will appear. If Continue is clicked, you will be returned to Case Details page and all changes will be reverted. However, if Cancel is clicked, the modal will disappear.

As an OCC User

As an OCC user, you only have access to read all related CAVC Remands in the CAVC Dashboard. This includes all CAVC Details, Issues and Dashboard Issues of each CAVC Remand. Click through the tabs to view each CAVC Remand related to the original appeal stream.

To return back to the Case Details Page, click the button "Return to Case Details".
