Prepare deegree 3.7 for Java 21

What is planned?

Main goal for this code sprint is to start with deegree version 3.7 with support for Java 21 and Tomcat 11 (see Issue #1706). This includes the preparation of the build environment and all steps need to build the deegree project with Java 21 or 25.
