If you are using a Logitech F310 controller, there is a switch on the back --- slide it to the X position. (Your joystick must be set to XInput mode, not DirectInput mode.)

Set your Driver Station settings to the correct gamepad type.

Plug the controller into the Driver Station.

Press and hold START and A at the same time to enable the controller.
