GURPS is, as everyone says, first and foremost a toolkit, which means there is no standard game. Instead, each table may decide which rules to follow. For example, GURPS allows by the rules enhancements such as Cosmic: Ignores Range penalties (+300%).
Because of this, any modifier is just a suggestion and GGA should allow you to override it or ignore it, and to create any number of your own modifiers.
GGA gives you several ways to create and manage modifiers:
- The Modifier Bucket - Allows you to create and edit a list of modifiers to be added to the next roll.
- Modifier OTFs - These modifiers can be anywhere -- on your character sheet, in journals, in the chat messages, etc. Clicking on one of these adds the modifier to the bucket.
- Effect Modifier popup - This window shows you modifiers based on your current maneuver, posture, status conditions like Stunned or Shock, or modifiers added by Active Effects. You can also add and remove custom modifiers along with their tags in this window. Tagged Modifiers in this window will automatically be applied based on the modifier tag and the type of roll. E.g., modifiers tagged #ranged will only be applied to ranged weapon attacks.
NOTE: Modifiers added via Active Effects cannot be removed in the Effect Modifiers popup window. The recommended way to remove those modifiers is to disable or delete the Active Effect itself (when the Active Effect "wears off" or an item that grants the effect is unequipped, etc.) or via the Modifier Bucket prior to completing the roll.
Regardless of where the modifiers come from, you can always remove them from the Modifier Bucket before completing the roll.
If using the Roll Confirmation dialog, you can see the roll as affected by all relevant modifiers in the dialog before confirming the roll. While this dialog is being displayed, you can edit the modifiers by going to the Modifier Bucket and removing or adding modifiers. Changes that you make are reflected live in the Roll Confirmation dialog.
WARNING: If not using the Roll Confirmation dialog, and "Automatically apply tagged modifiers to the roll" is enabled in the Tagged Modifiers Configuration, you will not be able to remove applicable tagged modifiers before the roll is made.
