The Security Objectives Rationale section is automatically generated from the Threats and Objectives sections. It is only necessary to declare an empty section in one of two ways:

For Direct Rationale PPs and PP-Modules, this section contains only the mapping between Assumptions and OSPs, and Security Objectives for the Operational Environments.

If there are no Objectives of any kind in the document, then this section should be left out. Otherwise an embarrassingly empty table and awkward section header will be generated.
