X12. London prototype: Testing live streaming of planning data (2022) - colouring-cities/manual GitHub Wiki

Live editing. Editors Loughborough University and the Alan Turing Institute- October 2022

Introduction

For certain datasets, where APIs already exist, live streaming of datasets will be possible. This maximises efficiency especially as it allows for the most updated version of data held by government, and other owners, to be accessed by users. This is particularly relevant where data are statutory or require frequent updating i.e. planning application data, demolition data, energy performance certificate data, and land use data. Live streaming of demolition data and updated building footprint data additional work is also necessary to explore automatic (but also moderated) transfer, of attribute data for demolished buildings into the 'Dynamics'/site history section.

(info on grant and Loughborough/Turing collaboration) is allowing live streaming of planning data for London, into Colouring London, in collaboration with Loughborough University. Use existing local government API to provide access live visualised up-to-date planning data showing the status of planning applications. For information on feature design, progress and open code see GitHub Issue 884 (Current/2022).

  • Assessment of alternative sources of planning data for London prototype owing to limitations of API;
  • Discussion with prototype UK partners regarding integration of APIs enabling live streaming/updating of relevant government data.

Outputs

Initial GitHub brief

Create following code for integration into the Colouring London prototype's Planning section' as specified by the Alan Turing Institute

Section Title (under Planning category): Planning Application Status Add Disclaimer - to be agreed

In Green box (automated)

Add title for box 'Local Authority planning information' and add items below Add 'Data Source': The Planning London DataHub Greater London Authority plus hyperlink Add 'Planning Application ID' Add 'Most recent update by data provider' Add 'Planning Portal link' from url_planning_app field - if not available should say 'link not provided' Add 'Current planning application status for this site': Add either 'Submitted', 'Approved', 'Rejected', 'Withdrawn', 'Appealed' Add 'Date' Add 'Brief Description of proposed work' (max 400 characters) plus 'Show more...' Add Development constraints (see issues below) Add Conservation area layer on map (Ian Hall dataset)

    option to switch on/off

Out of Green box (crowdsourced)

Add 'Do you think a planning application is going to be submitted for this site that is not currently visualised?' Add 'Edit date' - link this to edit history/automated (crowdsourced) Add 'Are you aware of a planning application that has been recently submitted for this site and is not listed below?' Add 'Edit date' - link this to edit history/automated Add 'Has the work on this site been completed?' (crowdsourced) Add 'Estimated date of completion' (crowdsourced- link this to age section to autopopulate 'latest possible construction date)

Issues/Comments

Protections/permissions needed e.g. Listed buildings consent / conservation area consent (should be able to see on map if required / empty box), etc. Also areas of archaeological priority, SSSI, local listed buildings (Ian Hall developing dataset) - to be discussed

Question on demolition 'Do you expect this building to be demolished?'
Preferable to show demolition question both in "Community" and "Planning" section

Multiple planning applications can apply to a single building, including multiple active applications and visualise latest

Colours for specific planning stages can be changed

Record each design and testing stages, dates achieved by, and issues arising

Record iterative process of fine tuning subcategories and wording of questions
