I propose to add to the PMG some language making explicit that the document can be changed and establishing a procedure to do so.

The perceived problem is that when people are dissatisfied with a process, that dissatisfaction is often aggravated when they perceive to have no recourse. Thus, documenting the process for changing the process in the process itself preempts extreme dissatisfaction.

The approach was to design a change process that was fair, unambiguous, and not too onerous. The specific language follows:

Changes to This Document

This document is the responsibility of the TLC. Coin Members may suggest revisions or additions at any time. Suggestions should be sent to the chair of the TLC. The chair will assign a member of the TLC to evaluate the suggestion. This TLC member will produce a recommendation for action or no action on the suggestion, along with a justification. Both the recommendation and the justification must be approved by a simple majority of the membership of the TLC. The decision of the TLC is final. Suggestions may be resubmitted, but resubmissions must substantially refer to the TLC's response to all related submissions.
