The TLC met by teleconference on October 23, 2008 at 11:00 AM ET.

Notes

1. Elections did not occur at INFORMS and are currently in the works.
2. The INFORMS workshop and user's meeting went well. The number of participants at the workshop was very high and probably exceeded the workshops of other vendors.
3. It was decided that we will establish a pattern of making a new stable version of CoinAll twice per year---once in the spring before the INFORMS practice meeting and once in the fall before the INFORMS regular meeting. In between, new point releases will be made, but the stable versions on which a given stable version of CoinAll depends will never be changed. At Bjarni's request, we will make a special exception and create a CoinAll 1.3 that depends on his latest version of CoinMP.
4. It was decided that all BSP branches should now be deleted.
5. Couenne was approved as a new COIN-OR project.
6. Remaining items were tabled until next meeting.
