The TLC met by teleconference on September 12, 2006 at 1:00 PM EST.

There was a lengthy discussion regarding the whether we should encourage/require PMs to maintain a "latest" directory with the releases/ directory (and/or the stable/ directory) in order to allow users to continuously migrate to the latest version by simply typing "svn update". Most agreed it is a good idea to provide this option, but the technical details of how it should be implemented could not be settled. It was agreed to maove forward with the current proposal. The next steps will be as follows:
- The TLC chair will send out e-mail to the project managers informing them that the version and releases policy has been formally adopted and asking them two questions:
- What will be the release number of your project's first stable release?
- Do you want to reorganize your repository yourself and create your first stable release or do you want Andreas to do it for you?
- PMs will be given one week to respond, after which the TLC will form a gameplan for proceeding further.
- During the one week period while we wait for the PMs to respond, BuildTools and CoinUtils will be converted and our experiences doing so will be documented for the benefit of PMs who choose to "go it alone."
- Anyone interested is invited to a meeting on September 19 to discuss next steps (see MeetingNotes091906).

The proposed procedure for maintenance of umbrella projects (see UmbrellaProjects) was adopted unanimously. Two points of clarification discussed were:
- Who handles submissions to umbrella projects? Officially, the submissions manager will continue to handle all submissions, whether to umbrella projects or to regular projects, but submissions to umbrella projects are not required to go through the submissions manager and will be routed directly to the PM of the umbrella project in the case that they are sent to the submissions manager.
- What legal paperwork is required and who handles it? The issue of required legal paperwork is for the SLB to decide. Once they have decided, legal paperwork should be submitted to the Foundation secretary.
