TLC Meeting April 6, 2006
The TLC met on 4/6/06 by teleconference. The meeting was called to order by the chair at 3:03 PM EST.

No progress has been made on the move to subversion. Laci has been busy completing the new build system.

No new progress has been made on the binary distribution project either.

After a lengthy discussion, it was decided that the Examples directory should be left as a separate subdirectory/project in order to provide for the possibility of examples that use multiple COIN projects or that are not managed by the project manager of the project(s) they utilize. This directory will be managed as a COIN project with independent subprojects, just as Osi and Cgl are. This will require that we find an "uber-manager" wo is willing to take this one and then start going through the current Examples directory and making sure all the projects have associated paperwork, decide which ones should be moved out into other directories, etc. No conclusion was reached on the MPS directory.

The above discussion led into a discussion of the management of Cgl (and other project in which there is a single umbrella project and multiple related subprojects being managed independently under that umbrella). It was decided that we should try to manage Cgl (and possibly Osi as well) in a more "active" manner. In other words, the project manager should take a more active role in develeoping conformance standards for subprojects and ensuring that code contributed to subprojects conforms to the standard through an "approval" process of some sort. Francois tentatively agreed to take over management of Cgl and manage it in this way (subject to the agreement of the current project manager).

Code for the k-shortest path problem was recently submitted to COIN for possible publication. After discussion, it was decided that we should use this as a test case for a new project approval process that would involve recruiting a subject-matter expert to review the projects in much the same manner as papers are reviewed for archival journals. This has been our goal all along and this will move us toward that goal. This will be a test case only and we will revisit the process as needed.
