The TLC met by teleconference on March 15, 2010 at 3:00 PM EST.

Notes
- Bill was on vacation and not thinking about TLC stuff. Update of the PM guidelines was tabled until next time.
- The submission process for AMPL user-defined functions is underway. VRPH has been accepted. The next step is to set up the wiki, SVN repository, etc. Coopr submission is also on-going.
- CoinAll 1.4 is waiting on further testing of OS and also a new release of Bonmin. These should be resolved by the next meeting.
- The next steps in the pkg-config implementation process are to move the current changes into trunks and ensure that everything works in case pkg-config is not present. We would also like the "old system" to continue working.
- There were no comments on the post-commit scripts.
- There was a discussion of dual-licensing and whether the TLC considered it appropriate for Brad to move away from the current dual-licensing scheme in which the code is available in two completely separate version, each of which only mentions one particular license (GPL or CPL/EPL), and towards a scheme in which the dual licensing would be explicit and both license would be explicitly mentioned in source files. It was thought to be desirable to continue with the current system, as the situation has not changed. There are still likely to be users who would like to have a copy of the code with no mention of the GPL.
