Description When allocating TDMA slots (message 20) this contains the TDMA slot offset for up to four slot reservations.

In message type 16, there may be up to two offset values - if the corresponding msg.payload.increment is non-zero, the offset is the number of times per 10-minute interval for the addressed station to report; if the increment is zero, the offset is the TDMA slot offset for the addressed station.

In message type 15, the offset is a request for the addressed station to respond using that TDMA time slot. Up to three offsets may be returned.
