Users outside North America, or other regions where network-specific call progress tones are required are able to upload localisation files to a Cisco telephone. This is because by default, all Cisco IP telephones are pre-loaded with North American call progress tones specified as follows:

There are various files required to change the telephone's call progress tones, however, the main file which contains the necessary data to produce these tones is located in the 7960-tones.xml (or other required xxx-tones.xml file) - as the case may be.
If you have uploaded all of the required files and it appears that the telephone is not generating tones to the specifications you have provided, it is important to check that all localisation files have not not only been uploaded, but have been successfully processed by the telephone.
To do this, follow these steps:

Open a web browser and type in the IP address of the telephone along with /NetworkConfiguration. For example, if the IP address is 192.168.1.100 you must type http://192.168.1.100/NetworkConfiguration

On the page which opens, scroll down until you see the headings User Locale and Network Locale.

If there is NO description or text (blank) after either User Locale or Network Locale this indicates that you have a file that is either corrupted or missing. Until you rectify this issue and BOTH fields contain the name of the Locale you are configuring, the tones you specify will not be effective.
