FIXME this is incomplete.

note about RC filters being inappropriate because they block too much current.

LC filters being the next choice.

note about Q and ringing.

note about cheap electrolytic capacitor ESR and ESL ruining their filtering performance at high frequency.

note about keeping lead lengths as short as possible (reduce stray inductance).

note about ceramic capacitor self resonance.

note about ferrite beads to filter out > 1MHz.

note about probing technique, noise floor, faraday cages, etc.
